Scottish Parliamentary general elections and elections to Scotland's 32 councils normally take place every four years on the first Thursday in May. The next elections for both the Parliament and councils are due to be held on 3 May 2007.
There are 73 constituency seats in the Scottish Parliament, which are elected using the first past the post system, and there are 56 regional members who are elected using the party list system (which provides an element of proportional representation to reflect the voting preferences of the electorate in a more representative manner).
The Scottish Executive is responsible for setting the policy framework, and the elections are run in each council area by a Returning Officer.

Scottish Parliamentary elections are combined with elections to Scotland's 32 Councils.
With the establishment of the Scottish Parliament in 1999, it was agreed that the number of Scottish MPs in the UK Parliament should be reduced.  The independent Boundary Commission for Scotland recommended 59 new constituencies for Scotland in place of the old 72 constituencies.

Next year’s parliament and local authority elections in Scotland will use an eCounting system to tally the votes, improving the efficiency, accuracy and speed of the counting process.
In previous parliamentary elections, two ballot papers were issued, one for a constituency vote and one for a ‘list’ vote.

The Scots are switching to electronic counting to help cope with the complex voting system for combined Scottish Parliament and local authority elections next year.
The elections will be held using a mixture of first-past-the-post, regional proportionate top-ups and the single transferable vote (STV) and officials are warning that without electronic assistance it could take several days to reach a final conclusion.
