Historically, scrivener notaries were the only notaries public permitted to practice in the City of London, the liberties of Westminster, the borough of Southwark, and the area within three miles of the City.
Due to their geographical proximity to many civil law countries, scrivener notaries are only appointed after five years articles to a practicing scrivener notary.
Scrivener notaries must be fluent in one or two foreign languages and be familiar with the principles and practice of foreign law.

The Worshipful Company of Scriveners of the City of London is one of the Livery Companies of the City of London.
Due to their geographical proximity to many civil law countries, scrivener notaries are only appointed after a five year apprenticeship to a practicing scrivener notary.
The historical privilege of scrivener notaries was abolished by the Access to Justice Act 1999, since when any public notary may practice in the City of London and surrounding area.

The mediaeval regulations and ordinances for the governance of the Scriveners Company (as for all other Livery Companies) were to ensure the integrity in business, and the competence in practice, of those engaged in the craft, thus strengthening their position and enhancing the confidence of members of the public using their services.
During the Seventeenth Century the Scriveners, having established control of conveyancing in London (though not elsewhere), gradually evolved to deal primarily with land agency and the confidential negotiation of loans as 'Money Scriveners", while their original functions were increasingly usurped by attorneys whom the Company was unable to compel to become members.
Recently-established traditions of which the Scriveners Company is especially proud arc the presentation of ceremonial quill pens to the Sovereign on Coronation, and to the Lord Mayor and the Sheriffs of London annually following their installation.

In brief, the integrity expected of a solicitor today is the same as was expected of a scrivener, and in the period with which we are concerned it was the Master, Wardens and Court of Assistants of the Company who exercised or tried to exercise, a control similar to that of the Law Society today.
