  Sea Service Ribbon - Wikipedia, the free encyclopedia
The Sea Service Deployment Ribbon is a decoration of the United States Navy which was established in May 1980 and retroactively authorized to August 1974.
The Sea Service Deployment Ribbon is granted to any member of the U.S. Navy or United States Marines who are assigned to a Naval Afloat Command and who perform ninety or more consecutive days of a seaward deployment within a one year period.
After 1999, for those service members stationed on U.S. vessels home-ported in foreign ports (such as Yokosuka, Japan), the Navy and Marine Corps Overseas Service Ribbon is also authorized for one year of foreign duty and may be awarded simultaneously with the Sea Service Deployment Ribbon.

An Overseas Service Ribbon is a decoration of the United States military which recognizes those service members who have performed military tours of duty outside the borders of the United States of America.
For those Army service members performing overseas duty prior to 1981, the Army Overseas Service Ribbon may be awarded retroactively, provided that a service member was on active duty subsequent to 1981.
Additional awards of the Air Force Overseas Service Ribbon are denoted by oak leaf clusters and Air Force regulations permit the receipt and wear of both the short and long tour ribbons simultaneously.

A standard 14-day waiver of the 12- month accumulated sea duty/duty with FMF is authorized as long as the 90-consecutive day deployment requirement is met.
The 12-month accumulated sea duty requirement is waived for those Navy and Marine personnel who were called to sea duty or deployed for Operations DESERT SHIELD or DESERT STORM (during the period 2 Aug 90 - 31 Dec 91) to qualify for this initial award.
Consequently and effective 18 October 1991, the awarding of the Sea Service Deployment Ribbon to members of units that complete two deployments of at least 80 days each within a given 12-month period is authorized.

"The authorization of awarding the overseas service ribbon and the sea service deployment ribbon is a great way to recognize sailors who serve on a forward deployed ship, and also recognize the pleasures and challenges of living overseas," said Quartermaster Master Chief Tim Moon, 7th Fleet command master chief.
While the old policy awarded sailors with a sea service ribbon for each year they were asssigned to an FDNF ship, it did not recognize the fact that these sailors were also serving on overseas duty.
The result was that sailors who were assigned to ships and living in Japan did not receive the overseas service ribbon awarded to their neighbors on shore duty.
