The premise of SeaQuest DSV was that man would be colonizing the seas in the next century and that a military force would need to exist underwater to police these new civilizations.
So instead of a starship crew at the center of the drama, SeaQuest DSV gave us a glorified submarine one instead, and the producers and writers of the show took the opportunity to throw some environmental messages in along the way.
Fans of SeaQuest DSV will be wanting more, regardless of who composed each particular episode, though Debney collectors will enjoy this ambitious preview to Cutthroat Island.

But once seaQuest DSV debuted, it was derided by the critics and largely ignored by the viewers.
For instance, in "Playtime," the seaQuest responds to a child's voice that's inexplicably pleading for help through the vessel's computer, leading the supersubmarine into something that's described as an underwater fl hole.
As a result of all this, seaQuest was decimated in the ratings by ABC's Lois And Clark: The New Adventures of Superman - and it wasn't helped by the very public comments of Roy Scheider, who referred to the change in direction as "childish crap." And yet, the show goes on.

From the first episode, Seaquest DSV was a dud for me. While its production values were generally fine (the f/x are dated, but hold up way better than, say, Babylon 5 or Space: Above and Beyond), the writers simply couldn't whip up a decent script.

DVD Review — ‘SeaQuest DSV: Season One'
“SeaQuest DSV” is an early 90's show that helps to prove the axiom that while you can't go wrong appealing to the lowest common denominator, high-concept shows with an intelligent message will almost certainly fail.
SeaQuest is no different, except that instead of canceling the series when ratings were disappointing, it was retooled from the serious depiction of the future of a human civilization that has taken to Earth's oceans to include aliens, monsters, and even the Greek god Neptune (Hey, it was working on Hercules!).
He comes to Seaquest in sort of a mediator role, balancing the needs of the military on board with those of the scientists, as well as playing a father role to young Lucas Walenczek (played by the late Jonathan Brandis).

SeaQuest DSV, Season One - Review Hollywood North Report
The visual effects, though a bit primitive by today's standards, hold up reasonably well, largely due to the fact that most of the shots are set underwater, where the murky depths tend to mask the limitations of mid-'90s CGI technology.
Moreover, Roy Scheider was perfect as Captain Nathan Hale Bridger, the original architect of the seaQuest (shades of Admiral Harriman Nelson who designed the submarine, Seaview, in Voyage are evident here) who is reluctantly lured out of retirement to command his creation in a politically fractured world increasingly dependent upon colonization of the oceans.
Though SeaQuest lasted three seasons (by 1995 under the name SeaQuest 2032 and the helm of Michael Ironside), the first season was arguably the best and showed the greatest potential for real story and character development.
