Sea Grants are not usually made directly to industry, but a participating industry may be compensated with Federal Sea Grant funds by a University Sea Grantee for goods or services provided as an integral part of a cooperative arrangement.
The term "Sea Grant" was chosen to emphasize the parallel between the present needs of the Nation in the marine environment and the need for development of the land at the time of the Morrill Act of 1862, which established the Land Grant Program.
Like Land Grant before it, Sea Grant provides the means through which scholars and institutions of higher education can apply their knowledge and talents to the practical needs of the Nation and the world.

Sea Grant must also continually assess the marine problem-oriented research needs that can best be addressed by academic scientists, develop research-demonstration projects to show stakeholders how to put the results of research into practice and be a leader in technology transfer.

 About Us
In 1968, Congress established Sea Grant as an institutional program at the University of Hawai‘i (UH) and in October 1972, the University was designated one of the first five Sea Grant Colleges.
The National Sea Grant College Program was founded by the US Congress in the 1960s to encourage the understanding, development, sustainable use, and conservation of marine resources through university-based research, technology, education, and community outreach.
Today, the UH Sea Grant College Program is part of a nationwide network of 32 institutional programs of the US National Oceanic and Atmospheric Administration (NOAA).

Sea Grant's activities also affect people in the Panhandle or the Midwest or any area far from a coastline just as their activities affect coastal regions — another indication that the environment is an integrated system.
Sea Grant is currently working with city governments along the coast to put up signs with rip current information and encourage adoption of a flag system to warn of rip currents.

 National Aquaculture Extension Conference Summary: The Sea Grant Model for Marine Research and Extension
Thirty one years later, there are 29 Sea Grant Colleges and Institutions in the coastal and Great Lakes states with almost as many arrangements or models for administration and organizational structure to meet Sea Grant goals.
Sea Grant outreach reflects these trends in terms of shifting effort over the years from commercial fisheries to a more diversified portfolio of activities and investments.
The commonalities are the grafting of new program and service priorities in a way that accesses university resources across all state universities and colleges and serves the public and private constituencies.

Sea Grant was originally placed in the National Science Foundation, which set up a National Sea Grant Office (NSGO) in 1967 and awarded its first grants in 1968.
Sea Grant has been virtually the only source of funding in the United States for activities in marine policy, and has been a major contributor for the fields of marine aquaculture, coastal and estuarine research, marine fisheries management, seafood safety, marine biotechnology, marine engineering, and marine technology development.

Sea Grant is a partnership that began in 1966 between the nation's higher education institutions and the National Oceanic and Atmospheric Administration when Congress passed the National Sea Grant College Program Act.

 AQUACULTURE IN THE NATIONAL SEA GRANT PROGRAM
As a result, much of the early work under Sea Grant support has been devoted to the establishment of trained, experienced groups who are equipped and capable of conducting the type of research necessary to solve the many and varied problems encountered by anyone in aquaculture as a business venture.
The Sea Grant Program, originally a part of the National Science Foundation, is now in the National Oceanic and Atmospheric Administration of the U.S. Department of Commerce.
