		According to the BMV, laminates that cover licenses and ID cards were used displaying the Arkansas state seal rather than Ohio's were used after a flawed shipment was sent to the BMV by a manufacturing vendor.
		The BMV has a contract with Viisage Technologies of Littleton, Mass., to supply the laminates.
