The late Jullian R. Allsbrook, who served in the North Carolina Senate for many years, felt that the adoption date of the Halifax Resolves ought to be commemorated on the State seal as it was already on the State flag.
This was to "serve as a constant reminder of the people of this state's commitment to liberty." Legislation adding the date "April 12, 1776" to the Great Seal of the State of North Carolina was ratified May 2, 1983, with an effective date of January 1, 1984.
Chapter 257 of the Session Laws of North Carolina included provisions that would not invalidate any Great Seal of the State of North Carolina in use or on display.

Pulled off at the exit ramp to see that ATF had blown out of the T-case rear output seal, and was all over the d-shaft, exhaust, rear axle, etc. Limped it REALLY slow the final 3 miles to the garage for an inspection and left it there.
Pulled the seal, and yep, the inner seal lip (the one with the spring around it) was half missing.
Looked like pressure inside the T-case pushed on the seal until it folded the lip under, a piece of the lip broke off, and the pressure pushed that piece (and the fluid) through the outer lip of the seal.
