Seán Francis Lemass (July 15, 1899 - May 11, 1971) was Taoiseach of the Republic of Ireland and served as the second leader of Fianna Fáil from 1959 until 1966.
Lemass was arrested in December 1920, and interned at Ballykinlar, County Down, which would later become part of Northern Ireland.
Lemass summed up his economic philosophy in one simple but often quoted phrase: "A rising tide lifts all boats." By this he meant that an upsurge in the Irish economy would benefit both the richest and the poorest.

Sean Lemass lived an extraordinary life.  The reality is that he was in the vanguard of almost every great event and decision that shaped the Ireland in which he lived.  Even as a schoolboy of no more than sixteen years of age, Lemass bravely took his place in the GPO during the Easter Rebellion. 
Sean Lemass was also extremely proud to have served in the GPO alongside a future Head of the Provisional Government, Michael Collins, and Desmond FitzGerald, later a Cumann na nGaedhael Minister and the father of a future Taoiseach. 
In political life, Lemass was a dynamic Minister and the economic powerhouse of De Valera’s administrations from 1932-1948.  He served in the key portfolio of Industry and Commerce up until the outbreak of World War II which he spent in the crucial war-time Ministry of Supplies.

This paper stresses the importance of Sean Lemass both in opposition and in government and argues that he was the key player in moving the country from a policy of protectionism to one where interdependence with other economies was assumed.
It was perhaps naive of Lemass to expect that, having invited the farmers to sit at the policy table, they should abandon the confrontational style that had in their eyes won them that approach.
Lemass took some convincing, but once persuaded, he became the most enthusiastic advocate of membership to such a bloc, in Ireland’s case the EEC, since Britain had applied to join that body, and used his political power to ensure that some of the more reluctant civil service departments supported him.

Lemass agreed that he could finish out his medical work and later announced in the Dail that Dr. Hillery would be the new Minister for Education as Jack Lynch the then Minister for Education was being moved to the Department of Industry and Commerce.
Sean Lemass was the Head of the Government, the Taoiseach who appointed Dr. Hillery as Minister for Education, his support for an agenda for change in Irish education would be very important.
