Seanad Éireann is the Upper House of the Oireachtas.
The first Seanad Election took place in December 1922 and the system of election was that the leader of the Government, the President of the Executive Council, nominated thirty members, exactly half the house.
The Seanad was abolished on May 29, 1936 as it was impossible for the then Fianna Fáil government to get legislation through the chamber, in particular the proposals to abolish the Oath of Allegiance and the Office of the Governor General.

The first Seanad consisted of a mixture of members appointed by the President of the Executive Council and members indirectly elected by the Dáil, and President W.T. Cosgrave agreed to use his appointments to grant extra representation to the state's Protestant minority.
This new Seanad was considered to be the direct successor of the Free State Seanad and so the first Seanad convened under the new constitution was referred to as the "Second Seanad".

The Standards Commission has prepared DRAFT guidelines for the next Seanad general election.
The purpose of the DRAFT guidelines is to allow potential candidates to familiarise themselves with the requirements of the Electoral Acts which will apply at the next Seanad general election.
The published guidelines will be legally binding on candidates - i.e., candidates must comply with advice contained in the published guidelines.

—(1) A candidate for election at a Seanad bye-election shall be nominated in writing and such written nomination shall be subscribed by two members of the Oireachtas as proposer and seconder respectively and by ten other members of the Oireachtas as assenting to the nomination.
(4) The Seanad returning officer shall provide and furnish on demand to the Clerk of the Dáil and the Clerk of the Seanad respectively a sufficient number of forms of nomination paper and the said Clerks shall make such forms available on demand to members of the Oireachtas.
(4) The Seanad returning officer shall reject as invalid every nomination paper for a candidate who is shown to his satisfaction before the conclusion of the examination of nomination papers to be dead.

A Bill passed by the Dáil which the Seanad rejects or which passed in the Seanad with amendments to which the Dáil does not agree, or a Bill which is neither rejected nor passed within ninety days by the Seanad, may subsequently be enacted into law by a resolution of the Dáil.
In general, the Seanad may delay for a maximum of ninety days a Bill passed by the Dáil or may suggest changes in the Bill, but cannot block it permanently.
The Clerk of the Seanad, acting as Seanad Returning Officer, is required to maintain a register of bodies entitled to nominate a number of people to the panels of candidates.
