The guild’s no-confidence vote — representing 88 percent of the 1,200 ballots sent out — was prompted in part by Kerlikowske’s reprimand of Officer Jess Pitts, accused of targeting and bullying about 20 members of an APA youth leadership class as they walked through the city’s Chinatown International District last July.
