 Malcolm Fraser Summary
Malcolm Fraser (born 1930), prime minister of Australia from 1975-1983, was regarded as one of the toughest and most successful leaders of the Liberal party.
Fraser also proceeded to revise the "West-minster" system of government and through various mechanisms placed more control into the hands of the prime minister, reducing the independence both of his senior public servants and his own party colleagues.
After his resignation Fraser was an outspoken critic of sections of his own party and in the election of 1984 was "waiting in the wings" should Peacock be resoundingly repudiated by the electorate.

Second, the ecumenical and international contacts that he had already made before he began his missionary career undoubtedly broadened his theological outlook affecting the way in which he reflected on mission and put it into practice.
They did not initiate it, as Fraser himself was aware; but it would be fair to say that his policies were often closer to the priorities and concerns of the Ngoni themselves than were those of some of his missionary colleagues, and that they struck a cord of responsiveness.
Fraser's use of these large conventions, against the wishes of some of his missionary colleagues who considered them too emotional, was part of his general sympathy for African culture.

 Donald Fraser & Ngoni Church
Fraser was not deliberately creating a Christianized incwala; but what is likely is that there were enough similarities in the traditional and Christian celebrations for the conventions to strike a note of responsiveness in the Ngoni who attended them.
To the extent that Fraser's scheme was not adopted by presbytery in the early years of the century, and therefore was not officially recognised by the church, it may be said to have failed.
At the time Fraser had argued strongly against that line, and now again, in the presbytery of 1924, in answer to the argument that it was not law in Scotland, he countered, 'This is an African church.

You may undertake a ministry in which people are overtly resistant to the Gospel or one in which the growth of other Christians has been stifled.
God may call you to a ministry of prayer either as the primary portion of your ministry or as a complement to your existing ministry.
Fraser's letters frequently reminded them that their prayer to the Omnipresent God was just as effective as was his prayer and work while he was in the villages.

Fraser: Well, when the New York Times Magazine article came out, my mother immediately called me to say that she absolutely hated it and thought that it had no redeeming features and she wrote me a long e-mail, ripping it apart, piece by piece.
Fraser: So, you know, on one side there’s the idea that artists have a responsibility to be specific about their publics, to try to manage if not control the way their work circulates and the kinds of displacements it’s subject to.

In 1975, amidst a series of ministerial scandals that were rocking the Whitlam Government, Fraser decided to use his Senate numbers to block Supply — preventing the government's budget bills from passing the Senate, where the Coalition had a majority — and thus force an early election (see Australian constitutional crisis of 1975).
Fraser's role in the dismissal remains one of the most hotly-debated subjects in Australian political history, and he was widely reviled by Labor.
Fraser also legislated to give Indigenous Australians control of their traditional lands in the Northern Territory, but would not impose land rights laws on the conservative governments in the states.

Although initially snubbed for the ministry by Gorton, Chipp became a wholehearted supporter and a founding member of the notorious Mushroom Club — a group of young and ambitious backbenchers who took the name because they felt they were being "kept in the dark and fed on bullshit".
In opposition he fought as hard as possible to prevent Fraser from gaining the leadership, but was nonetheless outraged when he was left out of Fraser's ministry.

Malcolm Fraser (christened ‘John Malcolm’, but always known by his second name) was born in Melbourne in 1930, and educated at Tudor House (NSW) and Melbourne Grammar before completing a degree in politics, economics and philosophy at Oxford in 1952.
Differences with Gorton caused Fraser’s resignation from the Defence portfolio early in 1971 and precipitated the events that caused Gorton’s replacement as Prime Minister by William McMahon in March 1971.
After leaving parliament Malcolm Fraser held a number of significant appointments, including Co-Chairman of the Commonwealth Group of Eminent Persons formed to encourage political dialogue and reform in South Africa (1985–86) and with the aid organisation CARE as Chairman, CARE Australia (1987–2002) and President, CARE International (1990–95).
