Reason magazine -- March 1996, Second Reading by Daniel D. Polsby
Hunters, target-shooters, and gun collectors have always been great devotees of the Second Amendment, and until quite recently by far the majority of writing on the subject was to be found in magazines dealing with outdoor recreation, hunting and fishing, or firearms hobbies.
But if one is trying to fathom whether or not the Second Amendment recognizes an individual right, perhaps the most significant fragment of history is this: The idea that the Second Amendment guarantees a collective but not an individual right originated in the 20th century with gun control groups and politicians.
True-believing gun controllers, by embracing the "collective rights" theory of the Second Amendment, hardly need to reach the question of "abridgement," because their interpretation denies the legal standing of any individual or organization--anyone who is not a "state"--to raise the question.

The RM: Schemata In Second Language Reading by Kevin Laurence Landry
A student learning to read in a second language has the benefit of access to the patterns and information gathered by experience in first language use and from first cultural norms.
Reading mimics this process when a reader holds what was read in mind as his eyes fall on another clue to what comes next.
Reading to answer comprehension questions is somewhat different than reading to know more about a subject, so it may be an inherent problem with textbook style exercises.

 Introduction
The first reading is generally from the Old Testament, the second from the writings of the apostles (usually letters), the third from the gospels.
But more often these readings are in a cycle of their own and are arranged in a more or less continuous reading of the various apostolic letters, independent of the other two readings, with the result that, over a period of a few weeks, we hear the highlights of one single epistle.
My intent in this series of reflections is to focus on the second readings in the hope of clarifying their relationship with the other readings, where this is applicable, and of communicating the significance of the letters as a whole when they are read semi-continuously and without reference to the other readings.

On second reading the bill is normally proposed by a government minister (often the senior minister) in the department responsible for the measure.
Unless the bill is non-controversial the Opposition in the Commons will usually decide to vote against a government bill on its second reading, or to move an amendment to the motion 'that the bill be read a second time'.
The Bill thus returned to the House has not been read a second time, but subsequently a formal motion to give it a second reading is considered without debate.

Reading Online - Articles: Questions in McGuffey’s Second Readers
Before reading, questions may be used to establish a purpose for reading, during reading they can be used to determine whether text is understood, and after reading they can help assess knowledge and use of the text (Ryder and Graves, 1994; Scales and Rhee, 2001).
With Emerson’s (1833) reader, pupils were supposed to read the text, and then teachers were to question pupils about the text’s general meaning and important vocabulary.
In reading, questions establish a basis for identifying and clarifying a reader’s purpose; this influences the method of reading, degree of comprehension, reading rate, and the skills employed.

Reading the Second Amendment   (Site not responding. Last check: 2007-11-02)
As the American Civil Liberties Union of Southern California put it, "The original intent of the Second Amendment was to protect the right of states to maintain militias." Dennis Henigan of Handgun Control, Inc., says the amendment is "about the distribution of military power in a society between the federal government and the states.
That's all they [the Framers] were talking about." As he put it elsewhere, "The Second Amendment guaranteed the right of the people to be armed as part of a 'well regulated' militia, ensuring that the arming of the state militia not depend on the whim of the central government" [emphasis added].

Amazon.ca: A Love of Reading: The Second Collection: Books: Robert Adams   (Site not responding. Last check: 2007-11-02)
Reading is something that everyone does, but how one does it is peculiarly personal.
A Love of Reading, The Second Collection is a series of lectures on fourteen contemporary novels ranging from Ishiguro’s anglophilic study of the master servant relationship in The Remains of the Day to Atwood’s Alias Grace and MacLeod’s No Great Mischief.
Adams’s desire to shepherd his readers through the reading process, to give them all they need to know on a need-to-know basis is admirable, but it leaves little room for the kind of passion that comes from a free, intelligent, and energetic reading.

BalancedReading.com -- Second Language Learners   (Site not responding. Last check: 2007-11-02)
Learning to read is a tremendous challenge for second language learners because the connection between text and oral language is difficult to make.
The act of reading is really all about getting meaning from text, and children who can only read a few words are not likely to learn that text has a function or to develop an appreciation for the value of that function.
That's why reading to children is so important -- reading to children does not help them to develop their own reading skills in any significant way, but it does help them to appreciate and value the act of reading.

Second, a proposition's being necessary per accidens is, as should be expected, relative to a time.
A second type of solution, at least suggested by some remarks made by Peter Geach, consists in rejecting the assumption (P3) in favor of the rather startling claim that future-tense propositions express only present intentions, dispositions and tendencies.

Second-Language Reading On the Computer   (Site not responding. Last check: 2007-11-02)
At this point in their lexical development, second-language readers seem to use a strategy analogous to that followed in the early stages of learning a first language: naming objects provides the best interactive method, especially when other grammatical and cultural information cannot yet be brought to bear on the task.
Perhaps, the naming strategy correlates strongly with poor reading; such a finding would suggest a need for more structured CALL materials right from the beginning, materials that would guide students to concentrate on the overall meaning of a reading passage and that would downplay the importance of all but the most central word meanings.
Besides learning to use the appropriate functors in a second language, students must learn (or acquire?) the argument structure for each type of verb (transitive, intransitive, ergative, unaccusative, etc.); in other words, they need to know the types of objects that must accompany the verbs to produce well-formed utterances.

Detailed walk through the codecision procedure - Wikipedia, the free encyclopedia
The first stage after the Commission proposed a text is called First reading, which means that the European Parliament and the Council work on finding their initial positions for the rest of the procedure or, if there is consent or huge pressure, both institutions may already agree at first reading.
In the Parliament's first reading, the majority of the votes which are given are enough to decide this particular vote yes on adopting a motion, for example to adopt an amendment.
As of 2005, only once has a directive ever been rejected at second reading; this was to the proposed Directive on the patentability of computer-implemented inventions on July 6, 2005.
