  Secondary Mandate
The secondary mandate achieves this by creating a second chamber that is proportional, but indirectly elected, bringing a new equilibrium to the heart of our democracy.
The secondary mandate is designed to counter this by conferring just enough legitimacy on the second chamber to give it the authority to hold the government to account, without making it so powerful that can claim equality.
It is intended that the secondary mandate should contribute to the restoration of faith in our democratic processes by removing the patronage system presently employed in the House of Lords.

A non-Education major may be employed as a temporary coach by obtaining a Temporary Coaching License from the Division of Teacher Education and Certification and meeting all the requirements listed in the brochure by enrolling in and completing the New York State approved coaching offered at Fredonia.
