A supervillain is a variant of the villain character type, who is known for malevolent deeds and who often has a colorful name and costume and/or other eccentricities.
Supervillains are often used as foils to comic book superheroes and other fictional heroes.
The first supervillain who wore a bizarre costume was The Lightning, from the 1938 film Fighting Devil Dogs, which preceded the first superhero, Superman.

Secret Society of Super Villains - Wikipedia, the free encyclopedia
The next incarnation of the Secret Society was organized by the Ultra-Humanite, who organized foes of both the Justice League of America and the Justice Society of America.
Alexander Luthor's intent was to gather together a cadre of supervillains to retrieve several key superheroes who have ties to the Multiverse, in order to harness their residual temporal vibration to recreate the multiverse, through a giant "tuning fork" tower similar to the ones seen in the original Crisis.
One year after the Crisis, most of the Society's inner circle is either in prison or has resigned from the group; Dr. Psycho has been captured by the authorities and is on trial in the Manhunter series and also appears in books such as Secret Six and Wonder Woman.

 The Secret Society
In addition, the original list for the Society listed several members that overlapped with the Gang’s roster—with Lex Luthor, Star Sapphire, Cheetah, and the Ultra-Humanite appearing on both teams—so their was a definite air of confusion as to when the Society was to appear and in what form it would take.
Like the Injustice Gang before it, The Secret Society is an organization that stems from the comics; in this case the Secret Society of Supervillains—a comic book in which Darkseid organized a team to aid in his conquest of Earth.
In dropping the “of Supervillains” from the team’s name, Bruce Timm and the creative team have stripped away a bit of the team’s inherent corniness and, in turn, made it sound creepier—more like an Illuminati Society or Masonic Order than a team of supervillains.
