The demand for a secret ballot was one of the six points of Chartism.
Open ballots are not truly free for those whose preferences defy the structures of power or friendship." The Populists, a short-lived American political party during 1870s through 1890s, listed the Australian ballot as one of their party platforms in the Ocala Demands.

Ballot - LoveToKnow 1911   (Site not responding. Last check: 2007-11-07)
At Rome the ballot was introduced to the comitia by the Leges Tabellariae, of which the Lex Gabiana (139 B.C.) relates to the election of magistrates, the Lex Cassia (137 B.C.) to judicia populi, and the Lex Papiria (131 B.C.) to the enactment and repeal of laws.
The Billeting Act was repudiated by the king, and the ballot was not again heard of till 1705, when Fletcher of Saltoun, in his measure for a provisional government of Scotland by annual parliaments in the event of Queen Anne's death, proposed secret-voting to protect members from court influence.
The ballot was long criticized as leading to universal hypocrisy and deception; and Sydney Smith spoke of " voters, in dominos, going to the poll in sedan-chairs with closely-drawn curtains." The observed effect of a secret ballot has been, however, gradually to exterminate undue influence.

In a secret ballot town the clerk should ensure that the office is still shown on the ballot, and that there is one blank line on the ballot for that office, for each vacancy in that office.
Ballots must be packaged in "convenient blocks so that they may be removed separately." The point of this provision is undoubtedly to prevent having a large quantity of blank ballots lying around in the open.
Paper ballots and ballot cards may be counted by deputized personnel at the counting center appointed by and under the direction of the clerk.

The Secret Ballot Protection Act (SBPA) was introduced in the 109th Congress, by Rep. Charlie Norwood (R-GA) on Feb.17, 2005, as H.R.  Scrap the "Secret" Ballot - Return to Open Voting
Even if voters 'verify' their ballots and even if audits are performed, widespread vote tampering can still occur with relative ease and little risk of discovery because there still remains no effective method to 'certify' the authenticity of ballots, no way to identify an individual ballot and link it to an individual voter.
Secret ballots and transparency in government are mutually exclusive concepts.
The secret ballot also promotes a highly dubious double standard; on the one hand, we demand that our elected officials vote publicly, while we the electorate skulk around concerned that someone might find out who we voted for.

 History of Vermont Voting Systems
Unlike some states where voters once were required to loudly proclaim their choice of candidates in front of election officials, Vermont favored the use of the secret ballot from its very inception.
The biggest change to the procedure of voting in Vermont occurred at the end of the nineteenth century with the adoption of the "Australian ballot." Today the phrase "Australian ballot" is used to distinguish voting by a secret ballot as opposed to a face-to-face town meeting, but that is not what the term actually means.
Ironically, at the same time that Vermont started using the "Australian" ballot, Australia was beginning the process of abandoning it, in favor of the modern Australian ballot, which is a preference ballot used for IRV and PR elections.

Freemasonry Revealed: Masonry's Secret Ballot   (Site not responding. Last check: 2007-11-07)
It has been rather aptly said that when a petitioner is voted upon for Masonic membership he undergoes the ''Ordeal of the Secret Ballot.'' To be elected he must receive an affirmative vote from each and every member present at that meeting.
It goes without saying that the secret ballot is occasionally abused by a member who rejects a petitioner for mere petty reasons having nothing to do with moral fitness, but such instances are rare and in almost every election the good man is elected to membership.
In summary, it can be said the secret ballot has served the fraternity well over the centuries and liberalization of this requirement is not probable.

Political Film Society - Secret Ballot
The Iranian film Secret Ballot (Raye makhfi), directed by Babak Payami, is at once an effort to increased public consciousness about the need to vote and an explanation for nonvoting.

When she stops at a mine, the equipment is too noisy for the lone worker to hear what she has to say, and he is just too busy to vote, perhaps implying that Iran should have elections on a national holiday, similar to many other countries.

To say the secret ballot “precludes debate” or somehow clouds the “transparency” of the decision-making process is not logical because any balloting – whether for a legislative or regulatory measure or elective office – comes at the end of debate.
As each voter approaches his or her polling place, a clear line where debate ends and the primacy and privacy of the vote begins is established by law.

calendarlive.com: MOVIE REVIEW - 'Secret Ballot'
Babak Payami's delightful "Secret Ballot" is another fine Iranian film centering on a character determined to carry out a task against all odds that reveals much about present-day Iran within the confines of government censorship.
Indeed, "Secret Ballot" might be described as a serious comedy and is a work of effectively minimalist style.
"Secret Ballot," which has a rich, spare score by Michael Galasso that blends Eastern and Western motifs, is funny, provocative, well-paced and leaves a memorable bittersweet aftertaste.

Secret Ballot by Babak Payami is a lightweight but charming Iranian film about the frustrations an election official encounters while attempting to collect votes in a place where there is no tradition of democracy.
In this case, the official's problems are compounded by the fact that she is a woman in a male-dominated society and must combat ideas about what is proper for women to be doing.
What is clear is that unless an electorate is informed and feels a stake in the outcome, the process of voting is a sham and, as the protagonists in Secret Ballot found out, cannot be imposed with high minded speeches or a gun pointed at the voter's head.
