The Education and Manpower Bureau (Traditional Chinese: 教育統籌局; pinyin: Xiānggǎng Jiàoyùtǒngchóujú; Jyutping: hoeng1 gong2 gaau3 juk6 tung2 cau4 guk6; abbr.
The EMB is headed by the Secretary for Education and Manpower and Permanent Secretary for Education and Manpower, who are currently Prof Arthur Li and Raymond Wong respectively.
The Education Department, which was responsible for implementation of education policies, reported to the EMB before it was merged with the EMB in 2003.

Secretary for Education and Manpower Arthur Li yesterday announced the extension of education voucher scheme to parents whose children have registered for profit-making kindergartens for the year 2006-07 and 2007-08.
The amendments was announced by Li after lobby groups had demanded over the past months that the voucher scheme should cover all students irrespective of which kindergartens they were studying in.
Private Independent Early Education Association convenor Thomas Ho said it was appropriate for the government to amend the scheme.

Fanny Law, Hong Kong secretary for education and manpower, told the council that the government is contemplating promoting a workplace Putonghua campaign to offer tax-free incentives to those who pay from their own pockets to undergo training in the language.
The government is also considering making Putonghua a compulsory subject in senior forms in secondary schools, she said, noting that the Education Department is set to invite experts and Putonghua teachers from the State Language and Literary Work Committee next year to give a series of seminars on how Putonghua can be promoted.
Meanwhile, the University of Hong Kong's School of Professional and Continuing Education is considering re-starting courses teaching Putonghua using English as the medium of instruction.

Their parents choose an ESF school because they want their children to be fluent in English and also because the facilities and quality of the education are superior to local schools (or at least the vast majority of them).
Being accountable to the "stakeholders" is all very well, but they each have their own interests at heart, and as long as parents were happy with the education provided by ESF schools and teachers were satisfied with salaries, no-one was likely to challenge the status quo.
The signs are that the Secretary for Education and Manpower (Professor Li Kwok-cheung) will not be fighting very hard to defend the subvention.
