  Alphonso Jackson Biography - HUD
Secretary Alphonso Jackson is guiding the U.S. Department of Housing and Urban Development (HUD) in its mission of providing affordable housing and promoting economic development, an assignment to which he brings more than 25 years of direct experience in both the private and public sectors.
From January 1989 until July 1996, Secretary Jackson was President and CEO of the Housing Authority of the City of Dallas, Texas, which consistently ranked as one of the best-managed large-city housing agencies in the country during his tenure.
Prior to that, Secretary Jackson was Director of the Department of Public and Assisted Housing in Washington, D.C., and also served as Chairperson for the District of Columbia Redevelopment Land Agency Board.

The Secretary may delegate any of his functions, duties and power to employees of the Department of Housing and Urban Development or to boards of such employees, including functions, duties, and powers with respect to investigating, conciliating, hearing, determining, ordering, certifying, reporting, or otherwise acting as to any work, business, or matter under this subchapter.
The Secretary shall by rule prescribe such rights of appeal from the decisions of his administrative law judges to other administrative law judges or to other officers in the Department, to boards of officers or to himself, as shall be appropriate and in accordance with law.
The Secretary of Housing and Urban Development and the Secretary of Agriculture shall each include in the annual report of such Secretary to the Congress a summary and evaluation of the data collected by such Secretary under subsection (a) of this section during the preceding year.

Housing providers will be authorized to provide shallower subsidies with tenants having to pay anywhere from 41% to 99% of their income for rent.
Currently, public housing tenants are permitted to deduct extraordinary medical expenses from their income before calculating the 30% - 40% of their income required for rent.
Like the voucher proposal, public housing agencies will not be bound by federal rent protections that cap rents at 30% of income, but instead will be permitted to establish minimum rents at any level.

The primary authority and responsibility for administering the programs and activities relating to housing and urban development affirmatively to further fair housing is vested in the Secretary of Housing and Urban Development.
The Secretary of Housing and Urban Development shall review proposed regulations and standards prepared pursuant to section 4-402 of this order to ensure conformity with the purposes of the Act and consistency among the operations of the various executive agencies and shall provide comments to executive agencies with respect thereto on a timely basis.
The Secretary of Housing and Urban Development shall submit to the President an annual report commenting on the progress that the Department of Housing and Urban Development and other executive agencies have made in carrying out requirements and responsibilities under this Executive order.
