Secretaries of State were MPs who were members of the Ministry and the Queen's Privy Council for Canada, assigned to assist Cabinet ministers, but not themselves members of Cabinet.
This generic usage should not be confused with the former cabinet positions of Secretary of State for Canada (1867-1996) and Secretary of State for External Affairs (1909-1995).

The position of Secretary of State for Dominion Affairs was a British cabinet level position created in 1925 to deal with British relations with the Dominions — Canada, Australia, New Zealand, South Africa, Newfoundland, and the Irish Free State.
In 1947, the name of the office was changed to the Secretary of State for Commonwealth Relations.
In the early years of the position, it was frequently held by the same person who held the office of Secretary of State for the Colonies.
