He has been Labour Party Member of Parliament for Hull West and Hessle since 1997, and was junior minister at the Department for Education and Skills.
After the 2005 election he moved to become Secretary of State for Productivity, Energy and Industry, a post which replaced the DTI but it was shortly reverted to the old name Secretary of State for Trade and Industry after complaints were made about the new name.
On 5 May 2006, one day after the English local elections, his brief was changed to that of Secretary of State for Education and Skills, replacing Ruth Kelly.

Secretary of State for Education and Skills, Ruth Kelly, is calling on all eligible young people to apply now to start receiving Education Maintenance Allowance (EMA) in September.
The Learning and Skills Council predicts approximately 50 per cent of all 16 year olds, currently in their GCSE year will be eligible for EMA in 2005/2006.
Launching the new application process, the Secretary of State for Education and Skills, Ruth Kelly said: "EMA is about providing opportunities, increasing participation in further education and reducing the number of 16 year olds who drop out, become unemployed or enter into low paid work.

A:The Department for Education and Skills does not collect this information, as 'Munchausen Syndrome by Proxy' is not a recommended category for registration on child protection registers, nor is it a ground for the making of care orders under section 31 of the Children Act 1989.
