Development of Control of External Affairs in Canada
Canada's control of her external trade may be said to begin with the customs tariff of 1859, which for the first time levied duties on goods imported from the mother country.
In line with these developments, there was created at Ottawa in 1916 a new Department of External Affairs, with Sir Joseph Pope as permanent under-secretary of state for external affairs; and in 1917 Sir Robert Borden was sworn in as secretary of state for external affairs, as well as prime minister.
It is significant of the importance of the new department that the portfolio of secretary of state for external affairs has since that time been invariably attached to the office of prime minister.

The study is structured around the careers of the three undersecretaries of state who headed and shaped the evolution of the department, none of whom were endowed with exceptional administrative talent.
Indeed, it is a central inference of this study that the role played by the Department of External Affairs through most of the period under consideration was largely a matter of personal leadership and relationships transcending the disorder, bureaucratic confusion, and understaffing that prevailed in the department.
On the influence of personal factors, we are shown in detail the close and abiding relationship between the undersecretaries and the prime ministers, who from 1912 to 1946 held the office of secretary of state for external affairs.
