Secretary of State Madeleine Albright said the Clinton administration plans to reprogram some $32 million from existing resources to help southeast Africa, especially Mozambique, recover from recent floods, and will be asking Congress to approve $200 million in emergency supplemental funds for that region.
In a statement opening her testimony before the Senate Appropriations Subcommittee on Foreign Operations April 13, Albright also urged the Senate to approve President Clinton's entire request for emergency supplemental funding for FY-2000.
That funding, she said, is needed to pay for "critical needs," especially in Southeast Europe and "to help the people of Colombia reclaim their country from drug criminals." In addition, it includes funds for embassy security around the world and for international peacekeeping.
