Secretary of State - Wikipedia, the free encyclopedia
In France, a Secretary of State is a junior minister, responsible to a minister or the Prime Minister.
In the United States federal government, the main role of the Secretary of State is to supervise and conduct foreign policy.
In the individual states of the United States, the Secretary of State is an administrative officer responsible for a variety of governmental functions, depending on the constitution and laws of the particular state.

Secretary of State for Work and Pensions - Wikipedia, the free encyclopedia
The Secretary of State for Work and Pensions is a position in the UK cabinet, responsible for the Department for Work and Pensions.
It was created on June 8, 2001 from the merger of the Employment part of the Department for Education and Employment and the Department of Social Security.
Confusingly the Secretary of State responsible for this Department was always referred to as Secretary of State for Social Services.

House of Lords - Regina v. Secretary of State for Work and Pensions (Respondent) ex parte Carson (Appellant) Regina v. ...
But he said that it was irrational to recognise that she had an entitlement to a pension by virtue of her contributions to the National Insurance Fund and then not to pay her the same pension as UK residents who had made the same contributions.
Contributory pensions may be replaced with a non-contributory "citizen's pension" payable to all inhabitants of this country of pensionable age.
I think it is unfortunate that the argument for the Secretary of State placed such emphasis upon such matters as the variations in rates of inflation in various countries which made it inappropriate to apply the same increase to pensioners resident abroad.

House of Lords - Regina v. Secretary of State for Work and Pensions (Appellant) ex parte Hooper and others (FC) ...
If the effect of this statutory provision was that thereafter the Secretary of State acting on behalf of the Crown could not lawfully have made corresponding payments to widowers in exercise of the Crown's common law powers, then the present case would fall squarely within section 6(2)(a).
If the Secretary of State were asked 'Why are you not making similar payments to widowers?' he would have answered 'Because the statute provides these payments should be made to widows and makes no provision for payments to widowers'.
The fact that the Secretary of State could lawfully have made corresponding payments to widowers does not detract from the crucial fact that in declining to pay widowers he was 'giving effect' to the statute.

It is accepted on behalf of the Secretary of State - in the light of the observations made by Ward LJ last year - that the Commissioner was wrong to take that view.
The true position was that, once he had decided that some care component could be awarded for the residue of the earlier period, it was necessary to go on to decide whether that care component could continue in relation to the subsequent period in relation to which a claim had been made.
The situation was remedied by the Secretary of State who gave an undertaking to issue a new decision awarding the care component at the lowest rate from 24th January 2001 (the day after the old award ceased) until 31 December 2005.

Neil Wood - v - Secretary of State for Work and Pensions
That appears to mean that the Secretary of State does not have to decide whether the regulation 6(2) criteria are fulfilled in any case ("no legislative outcome criteria"), but rather has to decide whether the original "conditions of entitlement for an award", viz the concept of being virtually unable to walk, are satisfied.
In essence, Ms Lieven for the Secretary of State submits that where an application properly invokes one of the legitimate legislative criteria under regulation 6(2), then, however the Secretary of State decides, his or her decision, whether in favour of or against the applicant, is a "decision superseding" the earlier decision.
When the Secretary of State considers the position, the only question for decision is whether there should be a change in the benefit due to the relevant change of circumstances or other basis on which the application is made.

We are a diverse group of organisations and individuals united in a common desire to call for significant reform to the pensions system to make pensions work for women.
As you will know, 1 in 5 single women pensioners risk poverty in retirement, while 2.2 million women are not accruing rights even to the basic state pension.
Increasingly, it is men too who need a pensions system that is flexible enough to allow for breaks from paid work – for example to spend time caring for relatives or to re-train or change jobs.

Any real reform of pensions must, of course, do more than amend private pension arrangements and nearly all commentators I know are saying that the interaction of private pension savings with means-tested state handouts to pensioners is what really needs fixing if we’re going to use the ‘reform’ word in its real sense.
Put bluntly the state pension system needs the kind of overhaul that the private pension system is going through.
If that ever happens then pensions will once again be intrinsically suitable investments for all in the workforce and our industry along with UK employers will be able to get on with the job of distributing cost-efficient pension schemes to the millions of Britons who are currently unpensioned.
