 General Convention on the Privileges and Immunities of the Organization of African Unity
The Administrative Secretary-General shall have the right and the duty to waive the immunities of any expert in any case where, in his opinion, the immunity would impede the course of' justice and it can be waived without prejudice to the interests of the Organization of African Unity.
The archives of the Organization of African Unity and in general all documents belonging to it or held by it shall be inviolable wherever located.
The Organization of African Unity shall have the right to use codes and to despatch and receive its official correspondence, either by courier or in sealed bags which shall have the same immunities and privileges as diplomatic couriers and bags.

 UNCTAD AND ORGANIZATION OF AFRICAN UNITY STRENGTHEN COOPERATION
Another area for cooperation between the two organizations is the provision of analyses, policy options and technical advice in negotiations between ACP and the European Union, from the perspective of African countries, for a successor agreement to the Fourth Lomé Convention due to expire in February 2000 and its follow-up.
The Secretary-General of UNCTAD is currently participating in a high-level meeting in Addis Ababa with the participation of Ministers of Planning and Finance, convened from 6 to 8 May by the United Nations Economic Commission for Africa to address challenges of financing development in the continent.

 Joint Statement of the Chief Executives of the Organization of African Unity
We, the Secretary General of the Organization of African Unity (OAU), the Executive Secretary of the Economic Commission for Africa (ECA), the President of the African Development Bank (ADB), held our Ninth Consultative Meeting in Ouagadougou, Burkina Faso on 5 February 1999.
We underscore the importance of the ownership by African countries of their development programmes, and the need for strong partnership between Africa and the international community.
We note with satisfaction, the continuing progress made by African countries in promoting socioeconomic development and democratization which augurs well for the future of Africa in the 21st Century.

 Libya wishes end to causes behind Morocco's withdrawal from Organization of African Unity
Secretary general of the Libyan popular committee for African affairs, Ali Triki, whose country is hosting next Wednesday and Thursday an extraordinary OAU summit, hoped at a press conference that circumstances that were behind Morocco's withdrawal would disappear, especially that a referendum is projected in the Sahara.
A Libyan official wished Sunday for an end to causes that were behind Morocco's withdrawal from the Organization of African Unity (OAU), a reference to the admission within the African Organization in 1984 of the self-proclaimed Sahrawi republic, prompting Morocco to withdraw.
The Libyan official went on that Morocco, which is one of the founders of the pan-African organization and a country that helped in independence of several African countries, has an important place within the organization.

 U.N. General Assembly Adopts Resolutions on Africa
The resolution on cooperation between the United Nations and the Organization of African Unity (OAU), introduced by the representative of Togo, was adopted as orally revised.
By the resolution on global partnerships, the Assembly stressed the need for Member States to further discuss partnerships and consider ways and means to enhance cooperation between the United Nations and all relevant partners, among others the developing countries, to give them a greater opportunity to contribute to the realization of the Organization's goals.
Further, the Assembly would request that, where applicable, benchmarks be developed by the Secretary-General to assess the impact of and measure performance in the implementation of the recommendations contained in his report and to submit them to the Open-ended Ad Hoc working Group for its consideration.

 GENERAL ASSEMBLY APPROVES STRONGER LINKS BETWEEN UNITED NATIONS AND NUMBER OF REGIONAL AND OTHER OUTSIDE GROUPS
Regarding cooperation between the United Nations and the African Union, the Assembly called on the Secretary-General and the Interim Chairman of the African Union to review the Cooperation Agreement between the United Nations and the previous Organization of African Unity with a view to reflecting the establishment of the Union. 
The representatives of Armenia, Congo, Lebanon and Chile proposed oral revisions to the texts on cooperation between the United Nations and four groups:  the Black Sea Economic Cooperation Organization, the Economic Community of Central African States, the League of Arab States and the Inter-Parliamentary Union.

The mission also met with the Special Adviser to the Secretary-General, the Legal Counsel, the Permanent Representative of Nigeria to the United Natins and the Permanent Observer of the Organization of African Unity.
In paragraph 7 of that resolution, the General Assembly requested the Secretary-General "to undertake talks with the Government of Nigeria and to report on progress in the implementation of thepresent resolution and the possibilities for the international community to offer practical assistance to Nigeria in achievingthe restoration of democratic rule.
It may be recalled that on 10 December 1995, the Head of State of Nigeria wrote to the Secretary-General supporting the suggestion that a fact-finding mission be sent to Nigeria to have a first-hand information on the country.

The scourge of tsetse flies, which kill 35,000 Africans each year by spreading sleeping sickness, could be wiped out within a decade, the Organization of African Unity (OAU) said on Tuesday.
OAU Assistant Secretary-General Ambassador Lawrence Agubuzu pledged that the organisation would be at the forefront of the fight against the sleeping sickness disease, known as trypanosomiasis.
In some parts, life expectancy may drop to less than 35 years and the gross domestic product of several countries will experience 10 percent or more less growth due to the AIDS epidemic.
