Section 31 is the unofficial designation of a rogue and officially nonexistent intelligence and defense organization resembling secret police or a fl-ops organization in the Star Trek fictional universe.
Section 31 might be compared to the Romulan Tal Shiar or Cardassian Obsidian Order, but operates much more covertly (and, unlike those organizations, does not interfere in the day-to-day lives of Federation citizens).
Similarly, some believe a divergent branch of Section 31, either the Temporal Oversight Commission, or the Department of Temporal Investigations, is also responsible for the cover-up of the Temporal Cold War although its resolution at the start of Enterprise's fourth season appears to render this speculation moot.

Section 31 requires the SEC to make annual and, in some cases, mid-year adjustments to the fee rate.
The charges on most securities transactions are known as Section 31 "fees." But the charges imposed by Section 31 on transactions in security futures are termed "assessments." The assessment charge is $0.009 per round turn transaction (i.e., one purchase and one sale of a contract of sale for future delivery).
Section 31 does not permit the SEC to adjust the assessment charge, so this charge is unaffected by any order issued by the SEC that changes the Section 31 fee rate.

It's difficult to integrate Section 31 retroactively into Trek canon because the apparent inaction of the organization during critical moments in history cannot easily be rationalized.
Her fury against Section 31 has as much to do with personal losses as principle, which weakens her as a character and an advocate for the Federation.
Since Shadow is a Section 31 novel, it doesn't take much insight on the reader's part to guess the career path of Seven's would-be assassin; thus it's a bit annoying to watch the crew fumble in the dark without a clue.

The Irish Times reported (25th March, 1988) Ms Comiskey as complaining to RTE that she did not breach Section 31 as she had not represented Sinn Fein and had not even mentioned the party, since it was irrelevant to her long interview with Gay Byrne.
It is surely curious that Dr O'Brien, who is the architect of the current wording on Section 31 and who charges that RTE have been undermining the law for years, has not brought this to public attention before now.
Perhaps Dr O'Brien has been less troubled by RTE's overly restrictive use of Section 31 against his greatest political opponents than he is by attacks on the very principles of political censorship that he himself enshrined in law in 1976.

Unfortunately, I haven't followed the series as closely as I would have liked, due to the lack of a local UPN station, but apparently the series in its waning episodes is going to establish the very beginnings of Section 31 in the Star Trek timeline.
For them, the existence of Section 31 is repugnant to the most basic principles of Federation culture.
