The speed limit for all trains in Romania is 160 km/h, although the only sectors trains run at that speeds are Bucharest - Câmpina and Bucharest - Constanţa and the only trains allowed to go that fast are those of InterCity and Rapid type.

As Romania& President Emil Constantinescu (photo) noted in his speech to the CIPE conference on Generating Investment Through Economic Reform* in Bucharest in May 1997, Romania is now in "a rather special situation," because after seven years of relative stagnation it has implemented a turnaround program of "high speed and extremely complex reform."
This is why, he said, his government has taken "radical measures" to revitalize those sectors that can create profits and show high performance, and to eliminate enterprises that lack growth potential.
Constantinescu warns, the effects of reform will not be the expected ones unless the Romanian economy encourages the stimulation of export activities and a strong presence and real competition in the international marketplace.
