Embassy of France in the U.S. - The Secular Principle
Secularity is intrinsic to those values, and France has ratified the European Convention on Human Rights, article 9 of which repeats and expands on article 18 of the Universal Declaration of Human Rights.
Secular neutrality, the principle of official non-recognition of any religion, means that no stipend or direct subsidy may be paid to any church.
So secularity cannot be reduced to a legal system, it is also a culture, an ethos, an emancipation from all "clericalism" understood as control of the mind by an established discourse rejecting all debate.

 Secular Games - LoveToKnow 1911
According to tradition, the secular games had their origin in certain sacrificial rites of the gens Valeria, which were performed at the Terentum, a volcanic cleft in the Campus Martius.
According to the Roman antiquarians themselves, they were derived from the Etruscans, who, at the end of a mean period of ioo years (as representing the longest human life in a generation), presented to the chthonian deities an expiatory offering on behalf of the coming generation.
From this time nothing more is heard of the secular games, until they were re ived in the year 1300 as the popish jubilees instituted by Boniface VIII.

 Jew
Some secular historians speculate that a majority of the Jews in Antiquity were most likely descendants of converts in the cities of the Græco-Roman world, especially in Alexandria and Asia Minor.
Secular and scientific education was added to the traditional religious instruction received by students, and interest in a national Jewish identity, including a revival in the study of Jewish history and Hebrew, started to grow.
Many of the newly secular Jews who had embraced Haskalah found themselves deeply troubled by the continuing virulent anti-semitism of the late 1800s, especially the massive pogroms of the 1880s in Russia and the Dreyfus Affair, which occurred in France in 1894, a country many Jews had previously thought of as particularly accepting.

Gladiatorial games often seem cruel and inhumane to a lot of people, (and perhaps they are, as they are conducted today); and you have perhaps heard many arguments against them, but when guilty people fought with steel you could not witness a stronger argument against pain and death.
To give games at such a time is respectable where it is obligatory; to be a spectator is not obligatory for me and so would not even be respectable.

Private games still continued to be held, but they could not (and no doubt should not) rival the spectacles laid on by the emperor.
In the provinces naturally the games remained privately sponsored, but in Rome itself such private spectacles were left to the praetors (and later to the quaestors) during the month of December when the emperor did not host games.

RUSSIA: RASS Draft Religious Policy Emphasises Secular State.
As indicated to Keston by faculty employee Veronika Kravchuk on 15 March, its main emphasis is on the Russian Federation as a secular state.
Three times the length of ISCRL's draft policy, the RASS text includes a close analysis of the history and current position of state-confessional relations in Russia, and makes observations which would appear to be unprecedented for a state body.
Formation of a single state policy in the religious sphere will only be possible, argue the RASS authors, 'once the activity of all these organs is coordinated in a single subordination' - to a federal state organ for affairs with religious organisations.
