Personally, Rudy choosing to put the NY Emergency Commend Center in WTC7 because he wanted a love shack within walking distance of his office to have an adulturous affair with his now wife (at least he married her, I guess), which in all likelihood caused the deaths of firefighters, for me is his biggest.
