In the United States, the Sega CD was considered a failure due to its high price, low sales, few hardware upgrades, and general confusion with the Sega 32X, another Genesis peripheral offered.
Sega wanted to showcase the power of the Sega CD, and so focused on the "FMV" games rather than importing "extended" games that only expanded ordinary games by taking advantage of the extra storage space of the CD media.
The Sega CD had the Lunar series, which, despite the relatively narrow circulation the two titles on the Sega CD received, went on to be critically acclaimed and became a cult classic, with both games remade for the PlayStation in the late nineties and the Nintendo DS in 2005.

The Sega Saturn did have some games that came with carts that had extra RAM in them, to be used in tandem with the game, but I think those were all Japan exclusive to begin with.
While the Sega CD has internal battery backup memory, you can also get a dedicated save-game cartridge that plugs into the Genesis cartridge port and also save games there.

Direct CD support in Xega is still very buggy unfortunately, as is the scaling/rotating support.
Compared to WinAGES, Gens is still rather buggy with Sega CD emulation (though it's definitely the best Windows Genesis emulator out there), which means the compatibility rate is still rather low, and there are some issues with the 3D chip.
There are things on the horizon in terms of Sega CD emulation...

The Mega CD/Sega CD was selling fairly well, but not as well as it could.
At Summer CES in 1992, Sega announced that Sonic CD was coming to the system, and when it did, sales soared, just like what had happened with the Mega Drive/Genesis when the same character made his debut.
