Sega's revenues would hit $214 million by 1982 and in 1983, Sega would release their first video game console; the SG-1000 and also the first laserdisc game.
In 1993, the Genesis was redesigned and released as the "Sega Genesis 2".
Sega was attempting to "lock out" game companies from making Genesis games unless they paid Sega a fee (ostensibly to maintain a consistent level of quality of games for their system.) Their strategy was to make the hardware reject any cartridge that did not include a Sega trademark.

SEGA's main offices, as well as the main offices of its domestic division, Sega of Japan, are located in Tokyo, Japan.
Sega was originally founded in 1940 as Service Games in Honolulu, Hawaii, by Martin Bromely, Irving Bromberg, and James Humpert to provide coin-operated amusements for American servicemen on military bases.
Unfortunately Sega has fallen on hard times recently and is moving out of hardware manufacturing, at least in the home console market; the arcade SEGA Naomi units are still being produced.

The Sega Mega-CD in Japan was designed to compete with the PC Engine, which had a separate CD-ROM drive.
Sega wanted to showcase the power of the Sega CD, and so focused on the "FMV" games rather than importing "extended" games that only expanded ordinary games by taking advantage of the extra storage space of the CD media.
Sega insisted on licensing and producing primarily "full motion video" games similar to earlier laserdisc games, that were universally panned by game reviewers.

Just because Sega announces a fee for Japan is not necessarily an indication that they will do so in the USA.
Like I said, however, Sega has not made an announcement about North America...and I have a feeling Microsoft is leaning on them to not charge a separate fee.
Hmm, I see the editor was reluctant to mention the 42 titles that Sega is developing for the PS2 and the 20 being developed for the Gamecube within the same, if not longer duration of time.

Sega GT Online, Sega’s upcoming Xbox expansion disc (which can be played without the original Sega GT), seems to be the latest victim today … well in Japan.
According to Sega of Japan, the game has fallen back from its former release date of October 30th to November 20th.
If the Japanese delay will have any baring on the game's debut here in North America later this fall remains to be seen.
