About half of the members of this legislative body are elected in individual constituencies (71), and the other half (70) are elected by nationwide vote according to proportional representation.
A party must receive at least 5% and a union of few parties at least 7% of the national vote to be represented in the Seimas.
The word "Seimas" is etymologically related to the Polish word Sejm, the name of the lower house of the parliament in Poland, and to the the Latvian word Saeima, which is the name of the Latvian parliament.

However, the vote in the Seimas on 14 January 1999 fell short by 3 votes, with 62 for and 62 against (with 129 members present at the vote, it needed a majority of 65 to pass) the nominee.
The Seimas is likely to vote on the nomination again in early February as the returning Prime Minister Vagnorius failed to convince either side to compromise.

Five Seimas Ombudsmen are appointed for the term of 5 years from the candidates nominated by the Chairman of the Seimas of the Republic of Lithuania.

The investigation of the usage of 'fight' and 'control' rhetoric is based on the content analysis of the electronic version of records of Seimas' session of May 18, May 26 and the text of Resolution of Seimas on July 19, 1994.
Secondly, though generally, rhetoric of members of Seimas could be treated as Soviet-style 'fight'-rhetoric, one should consider that this type of rhetoric is often used in political competition in Western states.
