Howell the Good - Wikipedia, the free encyclopedia
Howell was able to consolidate his position by marrying Elen, whose father had ruled Dyfed until his death.
Following his father's death in 909, he acquired a share of Seisyllwg, and on his brother's death in 920, he merged Dyfed and Seisyllwg, creating for himself a new kingdom, which became known as Deheubarth.
Following the death of his cousin Idwal Foel in 942, he also seized the principality of Gwynedd, becoming ruler of about three-quarters of present-day Wales.

Davids, Seisyllwg, the Silures, South Powys, Venedotia, and Ysfeilion.
Nevertheless, it should be noted that the name of Ceredigion was not forgotten, and was being used in a familiar way to at least the 1st quarter of the 9th century.
Deheubarth proper dates from the partition of 909, when Clydog received Seisyllwg and his younger brother Howell was granted Dyfed.

BBC - Wales History - Building a nation
Within a generation of its construction, the greater part of the country's inhabitants became the subjects of a single ruler.
Rhodri, king of Gwynedd, had by his death in AD 877 added Powys and Seisyllwg (essentially the later counties of Cardigan and Carmarthen) to his kingdom.
The union between the North and Seisyllwg ceased with Rhodri's death.

 Hywel the Good
The first major Welsh leader to step forward after the death of Rhodri the Great was his grandson.
One version of the story tells that Hywel went on a pilgrimage to Rome in about 928, and there he had his laws blessed by the Pope.
Another story tells that Hywel summoned scholars and leaders from all across Wales to a meeting at Whitland, on the border between Seisyllwg and Dyfed.

Powys, probably derived from the Latin word pagus (hinterland), may represent part of the territory of the tribe of the Cornovii.
Rhodri, known as Rhodri Mawr (Rhodri the Great), united Gwynedd, Powys and Seisyllwg (Ceredigion and Ystrad Tywi).
His grandson, Hywel, began as king of Seisyllwg and Brycheiniog; to these he added Dyfed, thus creating the kingdom of Deheubarth (the southern, or perhaps, the right-hand part) and, in 942, he also became ruler of Gwynedd and Powys.

This epithet was indeed appropriate for Hywel, particularly during the last years of his reign.
Hywel became ruler of Seisyllwg (roughly the area of Dyfed and the Towy Valley) jointly with his brother Clydog after the death of their father, Cadell (circa 910), but after Clydog's death in 920 he ruled alone.
Sovereignty over Dyfed in southwest Wales came to him through his wife, Elen, daughter of Llywarch ap Hyfaidd (who died in 904), the last king of its dynasty; he acquired Gwynedd, in northwest Wales, and probably Powys, in northeast Wales, on the death of his cousin Idwal Foel ap Anarawd, in 942.

The Kingdom of Wales was divided back into Gwynedd, Seisyllwg, and Powys, by three of Rhodri's sons, namely Anarawd [got Gwynedd], Cadell [got Seisyllwg = Ceredigion and Ystrad Tywi], and Meuric [Merfyn] [got Powys], who each founded dynasties.
It is on these acts of voluntary commendation made by all of the Welsh kings [under attack by the Vikings] that the later claims of the English kings to overlordship of Wales has its basis.
The sons of Rhodri drove the Vikings from Seisyllwg in 895.

As King of Gwynedd (through his father), King of Powys (through his uncle, Cyngen ap Cadell) and King of Seisyllwg (through his brother-in-law, Gwgon ap Gwgon), Rhodri inherited most of the land of Wales.
Rhodri's line goes back even further, however, to Coel Hen, the founder of several dynasties in the Old North.

 The Early Welsh Kingdoms, Deheubarth
Towards the end of this period an influx of Irish from the west and British from the east began to test these tribal boundaries and new ones emerged based, initially, on the old tribes, but subsequently developing into four main kingdoms - Gwent, Gwynedd, Powys and Deheubarth.
eheubarth came into existence in 920 when Hywel Dda (depicted at right) combined the former kingdoms of Dyfed and Seisyllwg.
Occasionally rulers of Deheubarth gained control over Gwynedd and vice versa.

Right now, all I am finding on the net and in books I have are references to Rhodri Mawr, and the very basic facts.

LIST OF RULERS OF WALES FACTS AND INFORMATION
List of rulers of Wales facts and information
Before the Norman_Conquest of Wales was completed in 1282, Wales consisted of a number of independent principalities, the most important being Gwynedd, Powys, Deheubarth (originally Seisyllwg and Dyfed), Gwent and Morgannwg.
Boundary changes and the equal division of patrimony meant that few princes ever came close to ruling the whole of Wales.
