The Board of Selectmen is commonly the executive arm of town governments in New England.
These men had charge of the day-to-day operations; selectmen were important in legislating policies central to a community's police force, highway supervisors, poundkeepers, field drivers, and other officials.
In larger towns, most of the selectmen's traditional powers are entrusted to a full-time town administrator or town manager.

The selectmen shall appoint their administrative employees, the town administrator, town accountant, town counsel, and the members of multi-member boards, committees and commissions except those appointed by the moderator or elected under Article 1 of the annual town meeting.
A member of the board of selectmen, the school committee, or the finance and advisory board shall, during the term for which he was elected or appointed, be ineligible either by election or appointment to hold any other town office.
The selectmen elected as provided herein shall appoint, as soon as practicable, for an indefinite term, a town administrator who shall be a person especially fitted by education, training and experience to perform the duties of said office.

 Selectmen-Town Manager Act
In the preliminary resolution the selectmen may suspend the manager from duty, but in any case his salary shall continue to be paid until the expiration of at least one month and not more than three months after the date of the final resolution of removal, as the selectmen shall deem proper.
The town manager shall, with the approval of the selectmen, have the authority to prosecute, defend or compromise all litigation to which the town is party and to employ special counsel with the approval of the board of selectmen to assist the town counsel whenever in his judgment it may be necessary.
He shall also report to the selectmen the probable amount required to be levied and raised by taxation to defray all of the proposed expenditures and liabilities of the town, together with an estimate of the tax rate necessary therefor.

If a matter affecting one of these interests comes up for consideration at a Selectmen’s meeting, the wisest course of action is to leave the room during discussion, deliberation and the vote on the matter, and make sure that the minutes of the meeting reflect your recusal.
Selectmen who are “special municipal employees” may represent others only in the following circumstances: they have never acted on the matter as a municipal official; the matter is not and has not been the subject of their official responsibility; and the matter is not currently pending before the Board of Selectmen.
For example, if you participate in the Selectmen’s decision to award a town building contract, you may not then be paid by a private company to help it get the contract or, generally, to assist it in performing work under that contract.

Woodard said that since this was an error made by the assessor, she would like to have the taxes refunded for 2002 as well as 2003 (she has already received the refund for 2003).
