It shares its border with Sakha Republic on the north, Khabarovsk Krai on the east, Amur river and China on the south and Chita Oblast on the west.
These larch and fir-spruce forests form the watershed of the Selemdzha River, which flows south into the Zeya, continues to the city of Blagoveschchensk and then into the Amur River.
Southeast of the Selemdzha are the Bureya and Arkhara Rivers, which have the richest remaining forests in the oblast with Korean pine, Limmonik, Mongolian oak and other Manchurian flora.

Zeya River (Russian: Зе́я), 1,242 km long, is a southern tributary of the Amur River.
The main tributaries of the Zeya River are Tok, Mulmuga, Bryanta, Gilyuy, and Urkan on the right, and Kupuri, Argi, Dep, Selemdzha, and Tom on the left.
The river freezes from November to May. It is navigable with the most important river ports being Zeya, Svobodny, and Blagoveshchensk.

The main breeding grounds of the continental population are in the wetlands in the Amur and Ussuri river watersheds near to the border between Russia and mainland China, as far west as the Zeya valley in Amur and north to Lake Bolon' in Khabarovsk.
On Hokkaido it inhabits six areas—Tokachi, Kushiro marshes, the Bekanbeushi river, Kiritappu marshes, Furen-ko lake and Notsuke peninsula—the western and southern limits of its range being the Toberi river in Tokachi district, and the northern limit near the Shibetsu river (Masatomi 1993).
In 1994, there were 18 breeding pairs in the Arkhara lowlands, 15 pairs in the southern Zeya-Bureya plains, and at least 10 pairs on the lower Zeya river, a total breeding population of 45 pairs, and a total autumn population of c.220 individuals (including unpaired birds and chicks born in 1994) (Andronov 1994).
