I live in Hungary and we don't have "self-raising flour" either.
However, I know that originally 500 g of flour requires 12 g of baking powder, which is about 4 teaspoons.
What I normally do is that I put as much of regular flour as the recipe says and then as much of baking soda/baking powder as any Finnish recipe of the same type would say.

When I was growing up in England we had German neighbours, lovely people, but they did moan about not being able to get the correct flour to make their awful fl bread, everytime they visited DE they came back with bags of the stuff.
