Regulation mandated by the government or state attempts to produce outcomes which might not otherwise occur, produce or prevent outcomes in different places to what might otherwise occur, or produce or prevent outcomes in different timescales than would otherwise occur.
EU regulation has a general scope, and is obligatory in all its elements and directly applicable in all Member States of the European Union.

In feedback regulation (or control as it is technically referred to), an error signal is produced between the existing state of a system and the desired regulated level.
In dynamic regulation, two different switch states (an "on" and an "off" state) are arranged so that the system switches from one state to the other when the regulated parameter rises to an upper limit (an on-off thermostat).
Regulation does not imply learning, adaptation (see ultra-stability, control) or intelligence.
