Its role is defined by the U.S. Constitution, which requires "appropriations made by law" prior to the expenditure of any money from the Treasury, and is therefore one of the most powerful committees in the Senate.
The committee was first organized on March 6, 1867, when power over appropriations was taken out of the hands of the Finance Committee.
The chairman of the Appropriations Committee has enormous power to bring home special projects (sometimes referred to as "pork barrel spending") for his or her state as well as having the final say on other Senator's appropriation requests.

On September 4, the full Senate Appropriations Committee unanimously approved its FY 2004 VA/HUD/Independent Agencies appropriations bill (S. 1584) by a vote of 29-0.
The Senate Appropriations Committee skipped the VA/HUD/Independent Agencies Subcommittee mark-up of the bill scheduled for September 3 and instead brought the bill directly to the full Senate Appropriations Committee for mark-up.

First, the Committee approved a manager's amendment that includes a provision that prohibits the use of funds to grant licenses for a commercial TV broadcast station if the granting of that license would result in such party having an aggregate national audience reach exceeding 35%.
The Senate Appropriation Committee approved the appropriations bill for fiscal year 2004 for the Departments of Commerce, Justice, and State, for the the federal judiciary, and for related agencies, at a mark up meeting on September 4, by unanimous roll call vote.
Previously, on June 26, 2003, the Senate Commerce Committee amended and approved HR 1320, the Commercial Spectrum Enhancement Act, with an amendment pertaining to Northpoint.

Even though the Senate appropriations report asks for restoration of radio funding at FY03 levels, there may by room for interpretation on what the levels are.
The Senate appropriations report could be seen as being about $3.4 million less than for the corresponding authorization bill, which asks for restoration of $8.9 million for broadcasting services in the region.
The CJS Appropriations bill still needs to be approved by the full Senate and will then be negotiated in a conference committee of members from both the Senate and the House.

The Senate Appropriations Committee voted recently to increase the funding for Chapter 2, Independent Living Services for Older Individuals Who Are Blind, from $25 million to $28 million.
The Committee also included an increase of $10 million for personnel preparation in special education.

The Senate Energy and Water Development Appropriations Subcommittee held its mark-up of H.R. 1905 on July 25, the full Appropriations Committee marked up the bill two days later, and floor consideration was begun on July 31 and completed yesterday.
Early reports indicate that several amendments to the bill were approved on the Senate floor, altering it from the version passed by the Senate Appropriations Committee.
The report says, "The Committee supports an appropriation for $8,000,000 [equal to the request] for research and development and conceptual design activities for a new spallation neutron source." DOE has indicated that Oak Ridge National Laboratory would be the preferred location for the new facility.

The Committee supports this proposal and recommends NIH develop a policy, to apply from FY 2005 forward, requiring that a complete electronic copy of any manuscript reporting work supported by NIH grants or contracts be provided to PMC upon acceptance of the manuscript for publication in any scientific journal listed in the NLM's PubMed directory.
NIH is instructed to submit a report to the Committee by December 1, 2004 about how it intends to implement this policy, including how it will ensure the reservation of rights by the NIH grantee, if required, to permit placement of the article in PMC and to allow appropriate public uses of this literature.
