Politics of Haiti takes place in a framework of a presidential republic, whereby the President of Haiti is both head of state and head of government, and of a pluriform multi-party system.
Haiti is officially a presidential republic, although it is often claimed to be authoritarian in practice.
The bicameral National Assembly of Haiti (Assemblée Nationale) consists of the Chamber of Deputies (Chambre des Députés) and the Senate (Sénat).

Although Haiti actively assisted the independence movements of many Latin American countries, the independent nation of former slaves was excluded from the hemisphere's first regional meeting of independent nations, in Panama in 1826, and did not receive U.S. diplomatic recognition until 1862.
When these efforts were rebuffed, Haiti's main bilateral donors announced the end of "business as usual." They moved to re-channel their assistance away from the government and announced they would not support or send observers to the November elections.
Haiti is one of the original members of the United Nations and several of its specialized and related agencies, as well as a member of the Organization of American States (OAS).

Senator Bill Nelson of Florida expressed his deep concern for what he described as a harsh and discriminatory U.S. immigration policy that seems to differentiate treatment of Haitian illegal immigrants compared to those of other nationalities.
Senator Nelson also expressed his frustration with U.S. policy regarding the disbursement, or lack thereof, of humanitarian and development loans from the international financial institutions designated for Haiti.
Senator Dodd was explicit in his criticism of U.S. policy and the role of the OAS Special Mission to Haiti and called on both institutions to seriously engage all parties to find a solution to the political crisis.

After American commercial investments began in Haiti in 1910, the Germans who had heretofore controlled 95 percent of the commercial life, fearing American competition, began to tell the Haitians to beware of the Americans, that they were coming to steal their land and reenslave them.
Haiti was ready, willing, and anxious to restore constitutional government but was not permitted to do so by the American forces until a candidate for President had been found who would pledge himself in advance to the ratification of a treaty with the United States embodying any demands that the United States might make.
It was this arbitrary act of the American forces which caused Haiti to pass the interest payments on her foreign debt for the first time in her history.

The Senate passed the bill by voice vote late the night of September 23.

On Dec. 15, Haiti's Senate unexpectedly voted to accept Alexis' technical qualifications for the post despite charges that he mismanaged or embezzled funds as Education Minister.
The OPL controls about 12 of those Senate votes, and its conditions for their delivery are the following: the OPL wants six of the fifteen cabinet ministries (Agriculture, Public Works, Environment, Interior or Justice, Commerce and Industry, and Social Affairs or Culture) and 35 of the 85 "Directeur Generale" posts in the public administration.
The Senators illegally voted themselves an indefinite extension last month, but much of Haiti is outraged at the move and mass demonstrations for next month -- above all Jan. 11 -- are brewing all over Haiti.

The Senate also unanimously passed a strong resolution calling for the U.N. peacekeepers to stabilize the political environment to allow free and inclusive elections next year, and warned that if elections fail, Haiti could well pass from being a failed to a criminal state.

This treaty is among the first six treaties to be transmitted to the Senate under the Bilateral Investment Treaty (BIT) program that I initiated in 1981.
I recommend that the Senate consider this treaty as soon as possible, and give its advice and consent to ratification of the treaty, with protocol, at an early date.
