Topic: Senate seats

U.S. Senate: Legislation & Records Home > Legislative Process > Senate Legislative Process
Further, because each Senator has an equal vote regardless of his or her state's population, the Senate remains a oddly apportioned institution: Senators from the twenty-six smallest states, who (according to the 2000 census) represent 17.8% of the nation's population, constitute a majority of the Senate—a reality which has aroused little public interest or concern.
Senate standing committees and subcommittees are authorized to meet and to hold hearings when the Senate is in session, and when it has recessed or adjourned.
Absent Senators may vote by proxy on reporting a measure unless a committee has adopted a rule to the contrary, but such proxy votes may not effect the outcome of a vote to report a measure, and proxies may not be counted to determine a quorum.

Election Resources on the Internet: Federal Elections in Australia - The Senate
Normally, one-half of the Senators from each state are elected every three years, along with all territory Senators, for a total of forty contested Senate seats on a half-Senate election.
In each state and territory, Senate seats are awarded to candidates who attain the state or territory quota, calculated by dividing the number of formal first preference votes cast in the state or territory by one more than the number of seats to be filled, and then adding one to the result.
However, if there are unallocated seats after transferring surplus votes from elected candidates, the candidate with the lowest number of votes is eliminated, and the preferences of the eliminated candidate are transferred to the remaining candidates.

Senate elections are idiosyncratic, not least because only a third of the seats are up in any election year.
There are slightly more Democratic Senate seats up in 2006 (18) than Republican seats (15), giving the GOP potentially more targets and making the six-seat gain needed for Democratic control very difficult to achieve.
The Senate numbers for midterm elections are actually all over the map, and the average of three lost seats for the White House is deceptive.
