We have established the “senior counsel” classification for associates who have six and a half years of practice and who are on partnership track.
One of the purposes of identifying experienced associates as “senior counsel” is to provide formal, focused training on business development, client relations, supervising and mentoring of junior associates, delegating work, firm economics, and billing and collection practices.
Senior counsel have increased interaction with senior management, participate in certain partnership functions, may serve as mentors to associates, and may be designated as supervising or billing partners for purposes of client relationships.

 Queen's Counsel - Wikipedia, the free encyclopedia
Queen's Counsel (postnominal QC), during the reign of a male sovereign known as King's Counsel (KC), are, in England, Wales and Northern Ireland, barristers, or in Scotland advocates, appointed by letters patent to be one of "Her Majesty's Counsel learned in the law".
It became the standard means of recognising that a barrister was a senior member of the profession, and the numbers multiplied accordingly (Daniel Duman, The English and Colonial Bars in the Nineteenth Century (1983) 35.) It became of greater professional importance to become a QC, and the serjeants gradually declined.
Queen's Counsel and serjeants were prohibited, at least from the mid-nineteenth century, from doing chambers work: that is, they were not permitted to sign pleadings, for which a junior barrister had to be retained.

The Senior Counsel to the Chief Counsel (Legislation) serves as program manager and senior advisor to the Chief Counsel on a broad array of activities designed to fulfill Counsel’s responsibilities to develop, review, and assist in shaping proposed legislation, and to provide legal support to the IRS in fulfilling its legislative responsibilities.
Before joining the Office of Chief Counsel, Potter was an associate professor at Georgetown University Law Center, teaching tax law and policy.  While there she served as director of the Georgetown University Law Center Tax Policy Workshop, and was Director of Projects at the American Tax Policy Institute. 
Potter received a J.D. from Yale Law School in 1989 where she was the Managing Editor of the Yale Law and Policy Review, and a B.A. degree from Miami University of Ohio in 1983.
