Lecturer is the name given to university teachers in most of the English-speaking world (but not at most universities in the US or Canada) who do not hold a professorship.
Lecturers are generally divided into Lecturers, Senior Lecturers, and Principal Lecturers/Readers and are permanent positions in a university which involve carrying out both teaching and research.
Hence Senior Lecturer/Reader are essentially the same rank with the former position having a higher emphasis on teaching and the latter position having a higher emphasis on research at some institutions.

Senior lecturers shall be appointed annually (or for a longer period with the approval of the Vice President for Academic Affairs) at a salary appropriate for their qualifications, responsibilities and department.
Lecturers fulfilling these criteria may be nominated for the position of senior lecturer by their department chair, or a faculty member or senior lecturer in their department.
Lecturers and senior lecturers are all strongly encouraged to attend college meetings and to participate in the discussions.

 RESOLUTION
Full-time lecturers and senior lecturers are appointed by institutions on a year-to-year basis.
Lecturers or Senior Lecturers who have served for six or more years of full-time service at an institution and who have received timely notice of non-reappointment shall be entitled to a review of the decision in accordance with published procedures developed by the institution.
Lecturers who are reappointed after five years of consecutive service following the required evaluation for retention are eligible for promotion to senior lecturer, to begin in their seventh year of service.

Senior Lecturers should have annual meetings with department chairs or their designees to discuss performance and departmental expectations; and departments should carry out regular, in-depth evaluations of Senior Lecturers no more frequently than every three years and no less frequently than every five years.
Senior Lecturers in positions of continuing programmatic need should be integrated into the governance of their departments, although they do not have Academic Council membership.
When a Senior Lecturer holding a salaried continuing term of appointment is terminated for reasons of programmatic need (including budgetary considerations) or lack of satisfactory performance, he or she shall be notified of termination not later than December 1 of the final academic year of the appointment.

A Lecturer may be promoted to the rank of Senior Lecturer I with evidence of excellence in teaching ability and/or other specific assigned duties, normally following 6 years of service with Penn State or another employer at a similar rank and with evidence of excellence in performance.
Appointment to the rank of Senior Lecturer II requires a Ph.D. or equivalent knowledge in the academic field related to the work assignment, generally together with 12 years of experience at a similar rank at Penn State or another employer.
The rank of Senior Lecturer II is the highest rank for instructional faculty.

 Procedures for Appointment
  Appointment at the rank of lecturer is given to officers holding the doctorate or its professional equivalent who may be earlier in their career or who have not yet attained that high level of achievement expected of a senior lecturer.
It seems to us somewhat irrational to maintain a system unique among our peers that places Lecturers on what is effectively a tenure-track system (in which the track inevitably leads to a dead end), and then to continually invent positions with modified titles in an attempt to circumvent this system.
While a consensus on the answers to these questions is unlikely to be easily achieved, our Committee believes it is a matter of sufficient importance for the future of the Arts and Sciences that all concerned address them directly before moving to create new categories of term appointments in the Faculty.
