Nearly 15,000 subway workers were set to go on strike today for higher wages and better conditions but transit authorities said there would be little impact on the six million people who use the underground to get to and from work.
But the Seoul regional Labor Relations Commission's chief, Kim Sung-jung, reportedly said the commission was obliged to submit the dispute to arbitration because the unions did not accept its compromise plan and did not want to negotiate.
The Seoul Metropolitan Government and the managements of the two transit corporations rebuked the unions' decision, even though the commission ordered them not to go on strike, at least for the time being.
