	HRSA - Smallpox Vaccine Injury Compensation Program
		To be considered for program benefits, requesters (i.e., smallpox vaccine recipients, vaccinia contacts, survivors, or the representatives of the estates of deceased smallpox vaccine recipients or vaccinia contacts), or persons filing on their behalf as their representatives, must file a Request Form and the documentation required under this regulation to show that they are eligible.
		The SEPPA imposes specific restrictions as to which persons who have contracted vaccinia from another person may be eligible for benefits under this program.
		Under the SEPPA, the program cannot pay for the first five days of lost employment income resulting from a covered injury or its health complications, unless the injured individual lost employment income for 10 or more work days (in which case, all of the lost work days will be included in the calculation).

		If you want seppa to fit perfectly, the very best way is to send me your entire sword, koshirae and all, and I will fit the seppa to your existing koshirae.
		The result is that you may have to do a very small amount of filing to make your seppa fit perfectly...but I believe its better to put in 10 minutes of filework than have a rattling seppa.

	Sword Forum International - Seppa is loose but Habaki solid
		I looked at the habaki from the side and noticed there is a gap between the seppa and the tsuka at one end (closest to the mune), but not at the other end...most likely pointing to an unbalanced habaki.
		I took a piece of thin sheet brass, cut it to the same shape as the seppa that were on it, then took a block of wood and some sand paper, and proceeded to sand one end down so it was thinner than the other.
		Oh, I did think about purchasing a set of Seppa, (eventhough they are a pain to locate), and I came to the conclusion that the return-shipping cost of my iaito to the supplier for replacement would be (barely) more expensive than purchasing a new set of seppa.

		Hi, Dan: I believe the piece you are describing is the fuchi; it is a sort of cap that does help hold the tsuka together in concert with the wrapping (tsuka ito), the end cap, or kashira, and the glue which holds the tsuka core together.
		Between the tsuba and the handle is the seppa - it's an oval plate with many notches around.
		A second seppa is on the other side of the tsuba near the habaki.

		So, despite an enrolment decline and subsequent loss of SEPPA grant, the Board will lose almost none of the pupils on whom the grant is spent.
		Given that the enrolment of exceptional students is not likely to decline as a result of the double cohort, it is recommended that the Limestone District School Board petition the Ministry of Education to fix the SEPPA grant at the current (2001-2002) level over the period of the double cohort enrolment decline.
		That the Limestone District School Board forward copies of this information and recommendations to the Minister’s Advisory Committee on Special Education and communicate the potential impact for a reduction in SEPPA funding as a result of the double cohort to all school boards and ask for their support in petitioning the Ministry of Education.
