The September 11, 2001 attacks were a unique act of aggression and a media event on a scale not seen since the advent of civilian global satellite links, round-the-clock television news organizations and the instant worldwide reaction and debate made possible by the Internet.
As Bush speaks, members of Congress told CNN that during private briefings with senior administration officials, they were told that the administration had enough evidence that it was "confident" that the attacks were the work of Osama bin Laden and his al Qaeda terrorist network.

On September 20, 2001, the president spoke before the nation and a joint session of the United States Congress, regarding the events of that day, the intervening nine days of rescue and recovery efforts, and his intent in response to those events.
The National Commission on Terrorist Attacks Upon the United States was formed in late 2002 to prepare a full and complete account of the circumstances surrounding the attacks, including preparedness for, and the immediate response to, the attacks.

The attacks of September 11th, 2001 had immediate and overwhelming effects upon the United States population and prompted numerous memorials and services all over the world, as well as support and/or tolerance for the US retaliation upon those accused of supporting the attacks.
On the day of the attacks, the US media reported celebration in some communities hostile to US policies, which fueled the already widespread belief that followers of Islam were to blame for the attacks.
After the U.S. attack removed the Taliban from power in many parts of Afghanistan, a videotape was discovered abandoned in Kabul, the Afghan capital, which showed bin Laden discussing the attacks in language that is hard to account for except in ways that imply he intended to indicate his foreknowledge.

Clarke’s appearance capped two days of hearings during which officials from the Bush and Clinton administrations took issue with characterizations that they were lax in responding to the growing al-Qaida threat before Sept. 11, insisting that they made every effort to track and kill bin Laden and disrupt his network.
Testifying before the independent commission investigating the Sept. 11 attacks, CIA Director George Tenet said there was “no lack of care or focus” in efforts by the Clinton and Bush administrations to disrupt or destroy al-Qaida prior to the attacks.
