On 10 September 1997, the granting of prison term reductions or parole for 132 prisoners in the "Tibet Autonomous Region" ("TAR") was reported by Xinhua, China's official news agency.
In an appeal letter signed "From all political prisoners of Drapchi Prison, March 10, 1997" smuggled out of Tibet, the prisoners report,"In prison, cruel and degrading methods of torture are inflicted to extract confessions.
These include deprivation of food, water and air; confinement in a freeze room; setting guard dogs onto prisoners and the use of electric cattle prods." In 1996, there were reports of two Tibetan political prisoners dying after torture sessions while in Drapchi prison.

On September 18, Shanghai police took her to the Public Security Bureau for questioning, called her their "enemy" and threatened to arrest her if she continued issuing an open letter already sent to Jiang Zemin and the foreign media.
One, issued in the form of a letter on September 12, the first day of the Fifteenth Chinese Communist Party Congress, asked the Chinese government to engage in dialogue about the 1989 pro-democracy movement and perhaps to reassess its verdict that the movement was counterrevolutionary.

Nora formed early on September 16, 1997, 290 miles (460 km) southwest of the Mexican port of Acapulco, Guerrero, from the same tropical wave that had earlier created Hurricane Erika.
Late on September 25 (UTC), still a tropical storm, it entered the continental United States at the California-Arizona state line.
