The terrorist incidents of September 11, 2001, were surely far graver a threat to the national security of the United States than the 1998 attacks on our embassies (however appalling those events were).
Second, Congress also found that there is a "threat to the national security and foreign policy of the United States posed by the[] grave acts of violence" on September 11, and that "such acts continue to pose an unusual and extraordinary threat to the national security and foreign policy" of this country.
We of course understand that terrorist organizations and their state sponsors operate by secrecy and concealment, and that it is correspondingly difficult to establish, by the standards of criminal law or even lower legal standards, that particular individuals or groups have been or may be implicated in attacks on the United States.

He was united in marriage on April 25, 1985, to Connie Gilliam in Ann Arbor, Mich. They lived in Ypsilanti and Rex worked first as a cook at the Red Lobster and then drove cab for many years until his illness forced him to quit working.
On June 25, 1918, she was united in marriage to Anton "Tony" G. Schmitt at Spillville.
