CAPO D'ISTRIA, GIOVANNI ANTONIO [JoANNES),1 COUNT (1776–1831), Russian statesman and president of the Greek republic, was born at Corfu on the 11th of February 1776.
During the campaign of 1813 he was attached to the staff of Barclay de Tolly and was present at the battles of Liitzen, Bautzen, Dresden and Leipzig.
With the advance of the allies he was sent to Switzerland to secure the withdrawal of the republic from the French alliance.

But the footing thus gained by the Venetians was not maintained, and through the closing part of the 13th and most of the 14th century the islands were a prey by turns to corsairs and to Greek and Neapolitan claimants.
On the fall of the Venetian republic in 1797 the treaty of Campo Formio, which gave Venice to Austria, annexed the Ionian Islands to France; but a Russo-Turkish force drove out the French at the close of 1798; and in the spring of 1799 Corfu capitulated.
By treaty with the Porte in 1800, the emperor Paul erected the "Septinsular Republic," but anarchy and confusion followed till a secret article in the treaty of Tilsit, in 1807, declared the Islands an integral part of the French empire.

After the Treaty of Passarowitz in 1718 all that remained of the Venetian Empire was the Dalmatian Coast and the Ionian Islands.
Napoléon was in danger of being cut off, and by the preliminary Peace of Leoben on 18 April 1797 much Venetian territory (Dalmatia, Istria, and region between the Oglio and Po) was ceded to Austria.
The seven islands were known to the ancient Greeks as Heptanesus, and consisted of Corfu, Paxos, Leukas, Ithaca, Cephalonia, Zante, and Cerigo.

Despite brief periods of occupation by the Turks and with the exception of most of Epirus the islands fell under the control of Venice until the latter's defeat by Napoleon in 1797.
The Septinsular Republic, as it was called, lasted until the islands were ceded to the French in 1807 by the treaty of Tilsit.

When Napoleon granted the REPUBLIC OF VENICE to Austria in the PEACE OF CAMPO FORMIO in 1797, as a compensation for Belgium, the Austrians inherited also Venice's outlying possessions - Dalmatia; the IONIAN ISLANDS however, were separated and administrated by the French.
In 1800, the Russian Empire, the Ottoman Empire and Britain agreed on the Ionian Islands to form an autonomous republic tributary to the Ottoman Empire, with Corfu being the capital.
The rights of the nobles were restored; the republic was administrated by a 14 member Senate (two representatives of each island).

According to sources of the Venetian and French consular archives in Cyprus there are references of the settlement of population coming from the Septinsular Republic to Cyprus (mainly Larnaca), in the middle of the eighteenth century.
In accordance with the treaty of the Septinsular State signed in 1800 in Constantinople, an Ionian consulate was established in Larnaca Cyprus and seems to have begun operating unofficially in 1801 and officially on 28 June 1803.
The documents kept by the Consulate archives in Larnaca Cyprus (which derive from the National Greek Archives at Corfu) sketch the personality of the consul Panagis Angelatos of Kephalonia and his relations with other consuls as well as his friendly relationship with John Kapodistrias (as revealed by the correspond-ence between the two men).

Ancestor of the Archives of Corfu is the Chancery, which was established with the 1817 Constitution, during the British Occupation, and received the documents of all the former periods.
The Chancery carried on working even after the Union with Greece and was included in 1914 to the State Archive Services together with the Archive of the Ionian Senate, which was established during the period of the Septinsular Republic (1802) and received the archives of the Senate until 1864.
During the period of the Septinsular Republic (1800-1807) the Public Library of Corfu obtained a charter of internal regulation and was enriched with books from donations and purchases, reaching a total of 7,000 volumes.
