Sergers are a type of sewing machine that sew incredibly fast, have loopers instead of bobbins that overcast the seam edge, knives that cut the fabric cleanly, and one or two needles.
A serger is all about its loopers, tension discs, knife blades, feed dogs and presser feet (nice that the presser foot does not have to be raised and lowered at the start of a sewing run), and many thread cones.
Serger thread is light weight and manufactured with a special finish that is perfect for high-speed sewing.

With my serger, I have created formal wear including chiffon overlays; created belt loops and spaghetti strap tops; and ruffles and shirring for gathering full skirts plus hemmed fleece baby blankets with a flatlocking stitch.
Even the buttonloops were made on the serger.

I actually decided to ask for a serger for Christmas when I was sewing a Mei Tai for someone and I found that I was doing a straight stitch, clipping the seam allowance to 1/4", then zig-zagging over the edge (I do have an overedge foot which makes it easy, but it still takes FOREVER).
I would check around with reputable sewing machine dealers in the area and find out what's available locally and who can repair locally, and then buy what is in the price range.
I only wish I would have got a serger with a free arm and a coverstitch.
