  Sergey Mikhalkov - Biocrawler
Sergey Vladimirovich Mikhalkov (Russian:Сергей Владимирович Михалков) (born March 13, 1913) is a Russian lyricist and author of children's books who has had the opportunity to write his country's national anthem on three different occasions.
Mikhalkov penned words to accompany a musical score by the composer Alexander Alexandrov (1883-1946) that became known as National Anthem of the Soviet Union or the "Hymn".
Mikhalkov was 87 years old by this time and long since retired; in fact, he is better known in modern Russia (or rather - by the new generation of Russians) as the father of popular film makers Nikita Mikhalkov and Andrey Konchalovsky - who had dropped part of his name "Mikhalkov-Konchalovsky" when he left Russia.

 U. S. S. R. 1944-1992 - nationalanthems.info
Mikhalkov and Reghistan considered that the music must be created by the composers S.S. Prokofiev and D.D. Shostakovich.
But, on Nov., 4 Stalin again telephoned to Mikhalkov and told him to write new “reserve” refrain in Alexandrov's hymn meter: “Keep present stanzas and in new chorus emphasize that our country is soviet and socialist”.
Alexandrov's melody was already in use as the anthem of the Bolshevik party, and Stalin perhaps had in mind to use this melody as the anthem, holding the contest so that lyrics could be written that matched the tune.
