The mother of the household, an anal-retentive but loving wife and mom, is a serial killer who's quick to take lethal offense and starts knocking off the neighbors she secretly despises.
Mom does have certain quirks, though, like cheerfully killing off friends and neighbors for the most minor slights, real or imagined, against her or any member of her family.
Certainly no one else is likely to discuss serial killer Richard Speck's woman-like breasts; whether the the Lindbergh baby kidnapping or O.J. Simpson was the trial of the century; or repeat a rumor about Bill Clinton and Monica Lewinksy as hilarious as it is inflammatory, and far ranker than anything in the Starr Report.

Both films, like "Serial Mom," depend for a lot of their humor on his memories of a time when people seriously believed that cheese could come in cans.
He may have directed some of the most shocking and scatological films of our time, but at some level he always expresses a tenderness for his characters, and in "Serial Mom" he is simply not able to be cruel enough to Beverly Sutphin to make her available for our laughter.

Raging and tearful, the youngster tells Serial's son that 'Your mom killed my brother', but hate is quickly changed to gratitude, as the son smoothly suggests cutting the lad in for some of the mini series rights.

Waters introduces the family in a scene that plays as borderline parody (all it needs is a perky dog named Spot) and neatly establishes that Bev isn't playing with a full deck: Tracking a fly around the breakfast table, she swats it bloodily and with a little too much enthusiasm.
We watch Serial Mom go after people who don't recycle, who don't rewind rental videos before returning them, who cheat her out of a parking space.

The motives for her crimes are silly breakings of social convention (cutting people off in the parking lot of Jo-Anne's fabric, standing a girl up at a flea market, eating chicken, wearing white shoes after labor day, etc.), to which she responds with a viscous psychopathic murder spree (is there any other kind?).
As she kills, evades police officers, and goes on car chases, Beverly acts as if it was all a game (she's smiling and giggling all the time).

When finally the cops stalk Mom, they do it with the longest line of police cars since "The Sugarland Express." And when she goes on trial and acts as her own lawyer, she outfoxes judge, witnesses and jurors in some of the funniest moments of the film.

Waters' recent, bigger-budget films don't seem subversive in the way that his bargain-basement indies did, because the object of their loving derision is a 1950s white-bread America, derived mostly from television, that has already been parodied to death and seems at too much of a remove from anything vital or on-the-line.
Waters' distinctive humor could also be better amplified and sustained if it were goosed up by more stylized visuals; the decor is right, but if the lensing and technique were as audacious and cockeyed as the ideas and jokes, the material would be socked over more impressively.
