The action leaves several thousand state workers who handle applications at risk of being laid off, though officials said those workers will be given the first shot at other positions.
Jennifer Harris, spokeswoman for the Health and Human Services Commission, said the other employees at risk of layoffs will receive preferential treatment for 2,500 positions at the call centers, locations to be determined, and for 2,500 positions lawmakers created this year to investigate abuse and neglect of children and adults.
Mike Gross of the Texas State Employees Union said he expected the contract, which had been under negotiation since February, to be signed.
